The U.P. Leadership, Citizenship and Democracy Program The University of the Philippines, in June 1992, established the Leadership, Citizenship, and Democracy Program (LCDP) in the College of Public Administration, in recognition of the importance of research, teaching, training and dissemination of knowledge on the issues, problems and processes of leadership and citizenship in a society seeking to be democratic, prosperous, just and humane. The Program provides fellowships, space and facilities for selected leaders in government, business, the professions and academia to enable them to in reflection, writing and interaction with other leaders in many fields of endeavor. engage It also initiates and carries out interdisciplinary and inter-institutional research on issues, problems and development of leadership, citizenship and democracy.
